Research abstract

Omni Federal’s Elastic Forecaster is a bundled, software-modular, user centered design (UCD) high-fidelity synthetic weather generation and injection capability conceptualized to support the exercise, training and simulation needed for success of national level, DoD and Department of the Air Force priorities. Omni’s Massachusetts Institute of Technology – Lincoln Labs (Lincoln Labs) partnership creates a synergy of talent and capability greater than the sum of their separate parts ensuring Elastic Forecaster benefits from the deep wisdom resident in both organizations. User stories and requirements collected in Phase I will prioritize features that will be implemented initially within the prototype using Omni’s UCD expertise. Prototypes will integrate modern CI/CD cyber security from the start and minimize future integration costs. Assessed risk levels of certain features will be used to budget staff time and efforts accordingly with user needs. Risk reduction (i.e., research) will be performed to develop proof-of-concepts for certain features (e.g., generative AI, injection of high-fidelity synthetic weather tools into the federated simulation exercise community environment). It will leverage well-established and well-regarded open-source numerical weather predictors such as the Weather Research and Forecast model. Key to successful implementation will be Omni’s unique Agile Combat Employment (ACE), modeling and simulation, and UCD expertise.
