Research abstract

Moving target engagement is a Department of Air Force’s (DAF) operational imperative. Accurate aerial moving target indication (MTI) and ground-moving target indication (GMTI) even in low signal-to-noise ratio (SNR) operational situations are desired by DAF end-users and stakeholders. Current MTI/GMTI solutions are not accurate under low SNR conditions. Artificial intelligence (AI) driven MTI/GMTI methods are opaque and therefore not trustworthy.  This Phase II proposal solves these problems with trustworthy explainable AI solutions that automate MTI/GMTI extraction from OPIR and satellite imagery data. The proposed trustworthy AI software solution will deliver 10X higher accuracy for aerial MTI and GMTI even for low SNR conditions and (2) a 5X increase in AI trust for DoD intelligence operators. Several DAF stakeholders and commercial partners have indicated strong interest in the proposed software solution.
