Research abstract

In an era of rapid global shifts and evolving adversaries such as China, the United States Air Force (USAF) has embraced an operational concept known as Agile Combat Employment (ACE). The USAF recognizes the need for flexibility and resilience in the face of these emerging threats that demand rapid response and distributed operations and created the operational imperatives of Adaptive Basing (AB) and Agile Combat Support (ACS). The USAF faces significant challenges swiftly implementing the technologies required to meet these goals, including relying on outdated equipment that adds cost and complexity, and are insufficient to meet the requirements of ACE. Fleet Cycles designs and manufactures the PEM-V, a best-in-class commercial electric cargo bike built for the rigors of operating in forward combat theaters. Built with a combination of patented and industrial components, the Fleet Cycles PEM-V embodies the ōAgileö in Agile Combat Employment by being smaller, faster, better, and cheaper than the mechanized equipment currently supporting forward operations and directly aligns with the USAF strategic goal of being more resilient, flexible and nimble on the forward edge. The USAF has a ōhigh priorityö for SBIR awards to energy efficiency R&D projects and proposals advancing innovation in U.S. small business manufacturing.Ā
