Research abstract
The United States Space Force (USSF) requires a modern, cloud-based Human Capital Management (HCM) solution to replace outdated, inefficient, and fragmented personnel systems. Current Department of Defense (DoD) HR technologies lack the flexibility, security, and scalability needed to support mission-critical workforce management, making it difficult to track personnel skills, certifications, and readiness in real time. The reliance on multiple legacy systems increases operational costs, cybersecurity risks, and administrative burdens. Mission Phoenix, in collaboration with Workday, will conduct research and system configuration to evaluate Workday’s HCM platform as a scalable Software-as-a-Service (SaaS) solution tailored to military-specific needs. This initiative will configure Workday to align with Space Force’s operational requirements, including personnel tracking, talent management, and workforce deployment. By integrating critical HR functionalities into a single, streamlined platform, this research effort supports Operational Imperative 7: Readiness to Deploy and Fight, enabling decision-makers to efficiently assign personnel based on skills, qualifications, and mission demands. The Phase II effort will focus on configuring data models, business processes, dashboards, and reports to demonstrate how Workday’s platform can adapt to military use cases while maintaining compliance with DoD operational standards. The research will include fit-gap analysis, system prototyping, and validation through user testing with Space Force stakeholders. Additionally, this research will validate the use of Workday in other non-DoD federal agencies by demonstrating the adaptability of Workday’s platform. Upon successful demonstration, this initiative will establish a foundation for broader DoD and federal civilian agency adoption, proving the feasibility of leveraging commercial HR technology to modernize military personnel management. The findings from this research will inform future deployment strategies, reducing reliance on outdated systems, enhancing workforce readiness, and enabling a more agile and efficient military HR infrastructure.
