Research abstract
Effective battle rhythm management at theater-level command centers demands rapid integration, synchronization, and prioritization of mission-critical tasks. Current Navy command-and-control systems rely heavily on manual scheduling and static event structures that degrade under high-intensity operational conditions. This rigidity causes cognitive overload, degraded situational awareness, and delayed decisions precisely when agility and clarity are essential.ÝOnSeen proposes to validate the feasibility of the Intelligent Battle Rhythm System (IBRS), a multi-agent artificial intelligence framework designed to autonomously regulate the tempo, synchronization, and readiness of command operations in complex warfare scenarios. Beginning with Phase I concept validation and design research, IBRS shifts the burden of event orchestration and battle rhythm management from human staff to an adaptive, decision-support system driven by real-time operational complexity.ÝAt the systemís core is the Conflict Complexity Index (CCI), a novel, AI-driven metric (agentic metric) developed by OnSeen to quantify mission intensity, threat volatility, and staff workload in real time. Unlike traditional static metrics, the CCI dynamically adapts in real-time, uniquely providing immediate feedback to the battle rhythm. IBRS continuously ingests operational dataósuch as adversary movement, ISR gaps, maneuver risk, and personnel readinessóto adjust the battle rhythm dynamically. As complexity rises, IBRS compresses decision cycles, reallocates staff tasks, and reprioritizes events. During calmer periods, the system decompresses schedules to preserve bandwidth and reduce fatigue.ÝThe IBRS architecture comprises five integrated components:ÝDominion Resource Allocation Engine: A multi-agent engine that calculates the CCI and regulates task distribution, event sequencing, and decision timing.Battle Rhythm Dashboard: A visual interface that presents CCI-governed schedules, threat overlays, and readiness indicators for commanders and staff.Mission Task App: A secure, role-based mobile/web application that pushes real-time tasking and facilitates decentralized execution.Smart Forms Engine: An automated tool that generates mission-specific forms with pre-filled, context-driven data aligned to each event.System Integration Layer: A secure bridge connecting IBRS to Navy platforms such as USW-DSS, enabling real-time synchronization and IA compliance.IBRS transforms legacy scheduling workflows into an adaptive, tempo-regulated decision architecture. Anticipated outcomes include reduced staff cognitive burden, increased synchronization precision, improved commander awareness, and more agile execution of decision cycles. Phase I will validate feasibility through agent design, CCI logic definition, interface prototyping, and methods for assessing cognitive load, addressing anticipated integration complexities.
