Research abstract
The Chief Digital and AI Office (CDAO) is accelerating AI adoption across the Department of Defense (DoD) to enable decision advantage. The DoD faces challenges in preparedness for the current contested global battlespace, with a growing emphasis on cognitive warfare. Cognitive warfare a growing, pressing need for continual global competition. Numerous Joint Staff studies and discussions support this need; yet, none of them provide a practical action plan for integrating and engaging globally with respect to human cognitive states. Moreover, siloed, unshareable data and historical data formats further hinder interoperability and authority integration. All of this jeopardizes DoD/Joint Staff competitiveness. More Cowbell Unlimited's suite of global cognitive indicators, built using system complexity measures, addresses this problem head on. Our TRL-6 technology estimates cognitive load, operational cycles, and intent--at scale. This offers a new lens and unifying metric for continuous engagement within the complex geopolitical landscape. More Cowbell Unlimited's existing software and underlying cognitive indicator ontology, provides a structured framework for AI-generating human cognitive states and is designed for joint integration and interoperability. Phase I of the SBIR Agenda focuses on validating CDAO Product/Market Fit and advancing existing GenAI Tech through the development of cognitive LLM re-training datasets and real-time GenAI LLM prompts. The unique synthesis of system complexity and human cognition, using entropy to derive cognitive indicators from publicly available information (PAI), is a scientifically grounded approach that offers a novel perspective. If adopted, the potential scale of DoD impact includes more efficient Joint Force authority stacking, proactive engagement in globally contested environments through an explicit cognitive lens, improved cognitive-related predictions, and enhanced multi-domain course of action development. This proposal supports the CDAOĺs desire to scale proven AI/digital solutions for enterprise and joint use and aligns with the "Blue Sky" strategic focus area with a strong situational awareness component, as well.
