Research abstract

The DoD has used satellite communications for many decades now.  Historically, SATCOM used satellites as relays in the sky connecting ground stations.  Communications between distant locations on the ground required bouncing up and down across multiple ground stations and satellites, resulting in very high latencies.  SATCOM links have tended to be intermittent and low-bandwidth as satellites come and go out of the view of ground stations. The last five to ten years have seen a radical change in the way SATCOM is deployed.  Reductions in the cost of building and launching satellites has made possible the creation of large constellations of satellites that form their own networks in the sky.  The lower barrier to entry has spurred many commercial companies to launch their own satellite constellations.  The developments have resulted in: (1) Reliable connectivity, (2) Lowered latencies, and (3) Reduced costs. ATCorp proposes SABER (Software-defined Agile Blockchain Enhanced Resource provisioning), to enable the DoD to take advantage of the latest advances in SATCOM to cost-effectively and dynamically provision communications with required qualities of service (QoS).  SABER addresses common Software Defined Networking (SDN) concerns such as single-point of failure, vulnerability to attacks, lack of scalability, and auditability.
