Research abstract
The Department of the Air Force (DAF), through the Office of Strategic Capital (OSC), seeks to modernize and streamline the management of strategic capital investments by leveraging advanced financial technology. Team RiverNorth proposes the development of a secure, AI-driven, cloud-based submission and financial management platform to automate the intake, evaluation, and oversight of loan and grant applications within the Department of Defense (DoD). This effort will result in a prototype unified lending platform that enhances efficiency, reduces fraud risk, and ensures compliance with DoD financial governance. The proposed platform integrates artificial intelligence (AI), machine learning (ML), and advanced analytics to enable automated risk assessment, fraud detection, and workflow orchestration. Built with a FedRAMP-compliant cloud infrastructure and API-driven interoperability, the system will seamlessly integrate with existing DoD financial management systems. This modernization effort aims to reduce processing times, enhance transparency, and provide real-time data insights for strategic capital allocation. Throughout the Phase II effort, Team RiverNorth will develop and validate the platform’s core functionality, security compliance, and scalability to meet the specific needs of OSC. This prototype will serve as the foundation for Phase III transition, enabling full-scale implementation across DoD financial management offices and potential expansion into other federal agencies. By leveraging proven financial technology adapted for defense applications, this effort directly supports DoD modernization goals in financial technology, trusted AI, and advanced computing to ensure faster, more secure, and more effective capital deployment in support of national security priorities.
