Research abstract

The Indo-Pacific region presents significant challenges for Air Force Special Operations Command (AFSOC) operations, particularly in maintaining secure and resilient communications in the face of China's growing anti-access/area denial (A2/AD) capabilities. The vulnerability of Global Navigation Satellite System (GNSS)-dependent systems to spoofing and jamming by near-peer competitors like China and Russia poses a critical threat to accurate positioning and navigation in contested environments. This issue is exacerbated by the vast expanse of the Pacific theater, covering approximately 100 million square miles. The U.S. Indo-Pacific Command (USINDOPACOM) Area of Responsibility (AOR) hosts 44% of the world's trade and 60% of the world's population, making it a strategically crucial region. With four out of five major challenges identified by the National Defense Strategy located in this area, including threats from China, Russia, and North Korea, AFSOC faces an urgent need for robust command and control solutions that can operate effectively across long distances and in potentially hostile environments. The ability to maintain accurate positioning and secure communications is vital for AFSOC's diverse missions, ranging from counterterrorism to supporting the Agile Combat Employment (ACE) concept, which requires rapid deployment and operation in contested spaces. Tip & Cue's technology is a server-side system prototype that processes data from multiple assets across the battlefield, in air, and in Low Earth Orbit (LEO) to identify, detect, track, and geolocate GNSS RF interference (RFI) emitters. This solution directly addresses AFSOC's critical need for maintaining secure and resilient communications in contested environments, particularly in the Indo-Pacific region. By rapidly geolocating GNSS spoofers and jammers, Tip & Cue's system enhances the DoD's ability to maintain accurate positioning and navigation, crucial for effective Command and Control (C2) operations in the face of sophisticated electronic warfare tactics employed by near-peer competitors like China and Russia.
