Research abstract

Xtelligent, a U.S. venture founded in 2016, is commercializing cutting-edge Intelligent Traffic Management System (ITMS) research funded by the National Science Foundation, Department of Transportation, and Department of Energy. The company has developed a data fusion and traffic control platform utilizing dynamic network control approaches inspired by the Department of Defense's decentralized/distributed control methodologies, enhancing traffic management efficiency, resiliency, and cybersecurity. As a Department of Energy SBIR Phase I and Phase II awardee and a Phase III eligible company, Xtelligent qualifies for preferred sourcing per the SBA directive. Recently, the Department of Energy entrusted Xtelligent with developing a Cooperative Intelligent Transportation System platform, equipping the company with capabilities and experiences highly relevant to the DoD SBIR 2024.2 AF242-0004. The primary objective of Phase I is to establish the technical feasibility of deploying Xtelligent’s ITMS at Joint Base San Antonio (JBSA). This involves demonstrating that Xtelligent’s ITMS can effectively address JBSA’s traffic management and security challenges. JBSA faces issues such as congestion at entry gates, limited real-time traffic management, security risks, and inefficient system integration. These challenges affect JBSA's operational efficiency, security, user experience, and resource allocation. Phase I objectives include evaluating existing traffic management technologies and benchmarking them against Xtelligent’s ITMS. System requirements will be gathered and validated from JBSA stakeholders, focusing on real-time data, geolocation, and security. A conceptual model and integration plan for Xtelligent’s ITMS will be developed, ensuring compatibility with JBSA’s infrastructure. A feasibility study will validate the ITMS design and assess risks. Key performance indicators will be established and validated to measure ITMS effectiveness. A detailed roadmap for Phase II will outline tasks, milestones, and resources for prototype development and deployment. Expected outcomes of Phase I include detailed technical reports on the assessment of existing technologies, system requirements, feasibility analysis, and KPI validation. The project will produce a comprehensive ITMS design document tailored to JBSA’s needs and a strategic roadmap for Phase II. Xtelligent will collaborate with the University of California Riverside for data on connected vehicles and the National Renewable Energy Laboratory (NREL) for feasibility studies and economic analysis. Successful completion of Phase I will validate the feasibility of Xtelligent’s ITMS, positioning it as the optimal solution for long-term traffic management and security enhancements at JBSA, paving the way for Phase II, which will focus on prototype development, testing, and full-scale deployment. No prior, current, or pending support has been provided for proposed work.
