Research abstract

The objective of this proposal is to develop an integrated Intelligent Traffic Management System (ITMS) tailored to meet the complex traffic management needs of Joint Base San Antonio (JBSA). This system aims to significantly enhance the efficiency and security of base access across the 502nd Air Base Wing (ABW) installations. The ITMS will seamlessly integrate with existing infrastructure, providing real-time, automated gate traffic status updates to base personnel and visitors. By minimizing gate congestion, reducing security risks, and improving the overall user experience, the ITMS will transform traffic management at JBSA. The ITMS will leverage commercial industry best practices to handle high-volume traffic during peak hours and surges, such as those experienced during Basic Military Training Graduation ceremonies. By utilizing geolocation technology and sensor data, the ITMS will guide personnel and visitors to the most efficient gates based on their proximity and real-time traffic conditions and wait times. This functionality will maximize base access efficiency, reduce congestion, and improve user satisfaction for both personnel and visitors. Moreover, the system will enhance base security by detecting and reporting attempted pedestrian and wrong-way entrances. This information will provide invaluable input to the Base Defense Operations Center (BDOC), Crisis Action Team (CAT), Command Post (CP), and Public Affairs (PA), thereby bolstering the overall security posture of JBSA. The ITMS will be accessible through the JBSA App or similar APIs and will integrate with the AF Connect application. Ensuring compatibility with existing traffic management systems such as DBIDS and camera networks, the ITMS will facilitate a seamless and efficient traffic management process. The system will comply with DoD Cybersecurity Policies, including RMF, NIST 800-53, and 800-171, incorporating robust user management capabilities. This will allow for the establishment of separate permissions for JBSA personnel and visitors, ensuring appropriate Force Protection measures. Additionally, the ITMS will have the capacity to identify or utilize AF Connect for data storage, securely handling high volumes of traffic data. This secure and efficient data management will enhance the overall effectiveness and operational security of the base. By leveraging real-time data and advanced processing capabilities, the ITMS will ensure that JBSA remains a secure, efficient, and responsive environment, capable of adapting to evolving security and operational needs.
