Research abstract

The United States has a global mission working with allied and partner nations supporting free, open, and like-minded societies – enabling growth and independent sustainment.  With a focus on the Indo-Pacific, the DoD seeks to support this national mission to ensure that communities in the region have the means to be more open, connected, prosperous, secure and resilient.  Specifically, the White House Indo-Pacific Strategy (ref: https://www.whitehouse.gov/wp-content/uploads/2022/02/U.S.-Indo-Pacific-Strategy.pdf) identifies the following goals: 1) Advance a Free and Open Indo-Pacific, 2) Build Connections within and Beyond the Region, 3) Drive Regional Prosperity, 4) Bolster Indo-Pacific Security, and 5) Build Regional Resilience to Transnational Threats.  Accomplishing this requires broad vision and innovative technical and economical solutions that can bring stability as well as capability to the region.  Specifically, by bringing in state-of-the-art green energy solutions for local power infrastructure, emplacing the foundation for a local communications network, and enabling the operation of a suite of maritime and air domain awareness capabilities, the DoD will advance the United States’ goals of enabling a more open, connected, prosperous, secure and resilient Indo-Pacific region.  The Mighty Waves Offshore Wind Energy platform integrated with auxiliary capabilities such as 5G/VHF/UHF, Automatic Identification System (AIS), Long Range Identification and Tracking system (LRIT), ADS-B flight tracking and/or autonomous/man-in-the loop defensive measures will provide an innovative mobile green-energy solution to address a multitude of the critical needs in the Indo-Pacific region.  The novel maritime based operational platforms will serve as ‘Power and Communications, Sensor, Defense’ (PACSD) nodes in a network of systems that will deliver power to the local grid while supporting regional connectivity, commercial growth and security. Further, in relation to the U.S. Nuclear Deterrence Strategy, there is an undeniable concern related to the growing influence of our adversaries in the Indo-Pacific region, specifically, the spread of PRC influence and the growing Chinese industrial and military footprint.  Operating in this critical region, the PACSD will provide energy to island nation infrastructure while also enabling enhanced surveillance and reconnaissance using commercial technologies applied to a defense mission in a nontraditional manner. Further, the PACSD floating platform supports cross domain kill chain capabilities due to its access and situational awareness across the air/water interface.  A PACSD node is an integrated capability for both DoD and partner nations mission that in comprised of the following components:  1) Mighty Waves Energy (MWE) Platform, 2) Energy Generation/Distribution/Storage Solution, 3) Communications Suite, 4) Situational Awareness Suite, 5) Defensive Capabilities Suite.
