Research abstract

Inefficiencies in procurement and contract management significantly impair the Department of the Air Force's (DAF) mission readiness. A three-year AFRL/RX study identified pre-solicitation development as a critical bottleneck, where poor communication among Program Managers (PMs), Contracting Officers (COs), and Subject Matter Experts (SMEs), combined with extensive rework, leads to delays exceeding 12 months for complex projects. In a global power competition landscape, such delays are untenable. Our proposed solution leverages AI technologies to optimize Statement of Work (SOW) development and streamline the Request for Proposal (RFP) package development and approval process. Key features include:AI-Powered Validation and Recommendations: Provides AI-driven validation and recommendations for DFAR and FAR compliance, reducing compliance-related errors.AI Chatbot for Regulatory Assistance: Offers real-time assistance on DFAR and FAR regulations, ensuring procurement officers have immediate access to critical regulatory information.Modular Design for Scalability: Ensures the solution can be tailored to various procurement frameworks across DAF and DoD, enhancing operational efficiency and compliance.Cloud-Based Security: Hosted on AWS GovCloud, the platform complies with FedRAMP High security standards and aims to achieve IL-5 security controls upon successful completion of Phase 2.The solution has strong potential for dual-use applications. In the military sector, we have received positive feedback from various DAF groups and secured a Customer Memorandum from the Director of AFRL/RX and the AFRL Deputy CIO. In the commercial sector, we have significant interest and investment from ServiceNow and have tested our application with internal users, achieving Technology Readiness Level 6 (TRL-6). Technically, our system employs a GenAI-driven architecture, utilizing advanced embedding algorithms and topic clustering techniques to enhance the search and summarization of RFP components. This ensures efficient content generation and compliance with regulatory standards. Our dataset, comprising over 15 million publicly available RFPs, supports the AI's capability to deliver precise and relevant content recommendations. The system's scalability and integration capabilities are proven through our work with the State of California, where we manage acquisitions up to $1 billion. By adapting this commercially successful platform for DAF-specific needs, we aim to address the capability gaps in current procurement processes, streamline operations, and enhance mission readiness. In summary, our AI-powered solution offers a transformative approach to procurement and contract management within the DAF, promising substantial reductions in development time, compliance errors, and regulatory information access time. This innovation aligns with the DAF's operational imperatives and enhances its ability to deploy and fight effectively.
