Research abstract

NavyÝoperators must configure mission-critical settings based on fragmented, manually retrieved dataóranging from printed manuals and static PDFs to time-sensitive environmental feeds and digital intelligence reports. These inputs are often distributed across systems and storage locations, requiring sailors to physically search for relevant materials while under operational pressure. Compounding the challenge, sailors must determine not just where data is, but whether it is recent, reliable, and authoritative ówithout structured metadata or clear versioning to guide them. This scramble slows decision-making and introduces risk at precisely the moment when speed and accuracy are essential.ÝTo meet the Navyís requirement for a new data mining and enterprise search capability, we propose a modular solution that automates the ingestion, structuring, and retrieval of mission-relevant data from multiple formats and sources. This solution is designed to support operators and command staff who currently rely on fragmented, manual workflows while monitoring or planning for undersea warfare and surface warfare missions. By combining automated data ingestion, metadata enrichment, and mission-aware enterprise search, our approach enables rapid development of Undersea Warfare plans and improved responsiveness to evolving threat conditionsóeven when disconnected from centralized networks. This capability directly supports the CV-TSCís role in helping the Carrier Strike Group (CSG) track submarine detections, synthesize theater-level data, and manage real-time mission demands with confidence.ÝThis effort also supports broader Navy and DoD initiatives to operationalize data as a warfighting asset. By enabling trusted, explainable insights across heterogeneous sources, our proposed virtual agent aligns with the DoD Data Strategy,ÝNAVSEAís focus on data interoperability for fleet systemsÝ, and Project Overmatchís vision of real-time, multi-domain coordination. The capability directly contributes to readiness in Anti-Submarine Warfare (ASW) and other distributed maritime operations where decision speed and confidence are mission- critical.
