Research abstract

Senior Leaders within the DoD have stressed the need to increase interoperability, reduce silos, and modernize training across the Force. Today, Airmen learn, train, and operate in many environments – instruction is no longer conducted only at formal schoolhouses, instead, it is conducted throughout an Airman’s career through formal and informal training exercises. However, the DAF still faces many challenges when it comes to training interoperability and modernization. For example, industry-contracted modernized training applications are largely done within proprietary systems and cannot be accessed outside the proprietary system – resulting in vendor lock. Moreover, informal training results are oftentimes not tracked or reported back to the Airman’s training record - thus, any earned competencies and skills that could support future missions are lost. To overcome these challenges, there is a need for an integrated capability that empowers Airmen to access training anytime, anywhere, including without network connectivity requirements, and to report their earned competencies into any system of record their specific organization has selected with standardized data for robust reporting and analytics. In this Phase II effort, Dynepic proposes to enhance MOTAR, which already includes a robust knowledge management system, to support a modular lesson creation with a standalone player with analytics capture and smart certificate technology to enable Airmen to prepare, train, and operate anytime, anywhere (including offline without network connections).
