Research abstract

United States Air Force S&T identifies five strategic capabilities: 1) Global Persistent Awareness,  2) Resilient Information Sharing, 3) Rapid, Effective Decision-Making, 4) Complexity, Unpredictability, and Mass, and 5) Speed and Reach of Disruption and Lethality. OWL Integrations’ X23.D STTR Phase 2 proposal herein describes research and development on a low-cost, low-SWAP, CBRN sensing and TAK-integrated solution that specifically responds to USAF S&T strategic capabilities in: Global Persistent Awareness Resilient Information Sharing Rapid, Effective Decision-Making The objective of the efforts contained in this proposal is to bring OWL’s commercial technology to an adapted solution that meets the demands of Air Force Research Laboratory and USAF Special Warfare - ideal customers and engaged end-users of OWL’s solution.  Specifically, the USAF Air Force Research Laboratory has a mission need in the area of wireless communications, CBRN sensing, and TAK-integrated systems at the tactical network’s edge.  OWL has closed previous STTR/SBIR contracts that have identified end-users and developed technology capabilities to more effectively meet the needs of the U.S. Air Force.  These contracts include a J20.1 Phase I SBIR, and an X20.A Phase 1 STTR in coordination with Columbia University that enabled OWL to send demonstration kits to SOF units in the Department of Defense and particularly AFSOC GSU and USAF TACP.  Conversations from that effort resulted in AFSOC GSU committing to support a successful X20A Phase II developing more capable RF DuckLink devices, flexible deployment platforms, and further integration to already deployed systems such as ATAK.   In September 2021 OWL was named the national grand prize winner in the U.S. Army xTechSearch technology competition, highlighting the rapid evolution and innovative approach of OWL’s solution.  Recently, OWL closed a successful X22D STTR Phase 2 in partnership with California Polytechnic University to develop aerospace communications and sensor solutions sponsored by USAF TACP 3rd ASOS in Fort Wainwright, AK. Following a successful STTR Phase 1 feasibility study working with research partner University of Texas at Dallas, OWL identified commercial technology modifications from USAF AFRL and Special Warfare feedback forming the foundation of this X23.D STTR Phase 2 proposal.  The research and development outlined in this proposal builds upon previous SBIR and STTR Phase 1 and Phase 2 efforts to more effectively serve the needs of USAF AFRL and Special Warfare as well as adjacent end-users in the U.S. Air Force. This X23.D STTR Phase 2 specifically targets: Objective 1: Improved TAK to DuckLink Data Sharing Plugin. Objective 2: TAK Data Sharing to Other External Systems and/or Networks.  Objective 3: Software Defined AI/ML Sensing Suites. Objective 4: CWMD/CBRN DuckLink Sensor Integration. Objective 5: Test Chamber Development and Sensor Tuning.
