Research abstract

U.S. Navy (USN) Command and Control (C2) systems provide not only situational awareness but increasingly are the source for off-hull targeting data in long-range fires scenarios. As a result, USN C2 software has some unique challenges. First, Navy C2 interacts with safety critical systems. Any mistaken cross-interaction would have deadly consequences including the potential for blue-on-blue fatalities. Second, to support long-range fires in a Distributed Maritime Operations (DMO) environment shipboard C2 systems need to “harvest” and correlate on-board weapons and combat system status information for distribution to the Fleet-Level Maritime Operations Center (MOC). This data must be updated and correlated at a rate adequate to support remote engagement and targeting decisions. Additionally, the increasing use of Artificial Intelligence/Machine Learning (AI/ML) in C2 systems will require that this data is properly correlated, distributed, and rapidly accessed. IDT’s use of its ATRT suite of technologies will enable rapid assessment of C2 system data inputs, data transmission performance metrics, and metrics needed for kill-chain analytics. This proposal describes a mechanism to address these unique challenges and enable USN C2 to accelerate deployment of capability without sacrificing the rigorous analysis needed for long-range fires.
