Research abstract
Rimark Technology Inc. proposes the Solstice Defense Data Platform (DDP) to modernize Naval procurement by integrating blockchain-enabled smart contracts with advanced cryptographic security in a permissioned, immutable ledger. Solstice DDP enhances supply chain risk management (SCRM) by providing real-time visibility, automated compliance, and secure financial oversight to mitigate procurement risks.ÝThe DoD faces supply chain vulnerabilities, including Nth-tier vendor opacity, compliance inefficiencies, and cybersecurity risks. Solstice DDP addresses these challenges by embedding real-time financial tracking and automated contract execution, eliminating verification gaps, transaction auditing delays, and procurement bottlenecks.ÝKey capabilities include:Real-time tracking of manufacturing, inventory, and logistics for end-to-end supply chain transparency.Nth-tier supplier verification, ensuring secure and auditable vendor relationships, funding sources, and material deliveries.Automated smart contract enforcement, integrating rule-based payments, procurement validation, and compliance automation.Enhanced access controls to prevent unauthorized data access and ensure secure procurement workflows.Blockchain-driven financial compliance, enabling real-time forensic auditing of transactions to strengthen DoD oversight and accountability. In Phase I, Rimark will develop and validate the Solstice DDP smart contract framework, defining business processes, technical feasibility, and integration strategies for adoption into DoD SCRM systems. The effort aligns with NAVSUP logistics protocols and Acquisition Category (ACAT) standards, ensuring interoperability with Navy ERP infrastructure.ÝBy creating a tamper-proof source of truth, Solstice DDP strengthens DoD supply chain resilience, enhances fiscal oversight, and ensures compliance with Executive Order 14017.
