Research abstract
The Department of Defense (DoD) faces challenges in securing and maintaining the integrity of its global supply chain, which consists of multiple tiers of subcontractors and vendors. Traditional database systems and contract structures lack real-time visibility, increasing the risks of supply disruptions, counterfeit components, and compliance violations. This project proposes a blockchain-based solution integrating smart contracts to enhance supply chain risk management (SCRM), enabling secure, automated, and transparent tracking of procurement, manufacturing, and delivery processes.ÝThe proposed solution employs a permissioned blockchain architecture leveraging open-source frameworks such as ChainOne and Hyperledger Besu. Smart contracts written in Solidity will automate contract execution, enforce compliance, and provide immutable tracking of all vendor interactions. The system is designed for interoperability with existing DoD Enterprise Resource Planning (ERP) and Manufacturing Resource Planning (MRP) systems while maintaining stringent security protocols aligned with DoD 5000 compliance, Risk Management Framework (RMF) requirements, and Federal Acquisition Regulations (FAR) .ÝPhase I focuses on feasibility assessment, including data discovery, architecture validation, and integration analysis. Specific objectives include identifying supply chain bottlenecks, defining technical requirements for blockchain deployment, assessing compliance with cybersecurity and acquisition regulations, and evaluating the potential return on investment. The deliverables include a feasibility report, system architecture documentation, and a conceptual framework for Phase II implementation .ÝThe Phase I Option aims to develop a Minimum Viable Product (MVP) software that demonstrates real-time tracking, automated quality assurance, and financial transparency through blockchain-based smart contracts. This phase will integrate key workflows, including procurement, logistics, and compliance verification, within a controlled DoD environment. By leveraging blockchainís immutability and smart contractsí automation capabilities, the proposed solution enhances supply chain visibility, reduces administrative overhead, mitigates fraud risks, and ensures regulatory compliance.ÝCSEngineeringís prior work on ConTrack and ChainOne demonstrates its expertise in distributed ledger technologies, DoD-compliant DevSecOps frameworks, and Web3 applications. The proposed blockchain-based SCRM solution aligns with NAVSEA Enterprise Strategy objectives, DoDI 5200.44 policy, and the broader DoD initiative to enhance supply chain resilience through data-driven risk assessment and secure automation.
