Research abstract

The Department of Defense (DoD) relies on resilient, secure supply chains to ensure the readiness and capability of U.S. military forces. Current challenges in supply chain visibility, compliance, and security demand innovative solutions. This proposal outlines the development of a hybrid blockchain system leveraging smart contracts to revolutionize Supply Chain Risk Management (SCRM). Combining centralized oversight with decentralized interaction, the proposed system will enhance manufacturing, inventory, logistics, and vendor visibility across all supply chain tiers.A hybrid blockchain provides the program office with centralized governance for access control and compliance enforcement while enabling decentralized data sharing and transaction automation among vendors. The use of permissioned blockchain architecture ensures that only authorized participants access and interact with sensitive data, offering scalability and security. Smart contracts embedded within the system will automate key processes, including compliance verification, milestone tracking, and payment authorization, ensuring consistency, transparency, and auditability.Phase I focuses on conceptualizing this blockchain-based SCRM framework. The concept will describe to-be business processes, explore integration with existing Navy contracting systems, and identify potential industry partners. Phase II will develop and deliver a functional prototype, validated for security, usability, and scalability.By leveraging the blockchainís immutable ledger and integrating supply chain data with the Navyís SCRM efforts, the solution will provide unmatched visibility and risk assessment capabilities. This project aligns with Executive Order 14017, addressing critical vulnerabilities in defense supply chains and setting the stage for scalable adoption across the DoD. The hybrid blockchain solution represents a transformative leap in supply chain security and efficiency, ensuring mission readiness and industrial base resilience in an increasingly dynamic threat environment.Ý
