Research abstract

SCABBARD (Supply Chain Assurance with Blockchain-Based Acquisition for Resilience and Deterrence) is a blockchain-based solution to enhance Supply Chain Risk Management (SCRM) for Strategic Systems Programs (SSP). Built on open standards and leveraging secure linked data architecture, SCABBARD enables multi-tier supply chain visibility, real-time risk assessment, and secure acquisition automation to ensure the resilience of critical Strategic Weapons Systems (SWS). Unlike traditional blockchain solutions that rely on monolithic smart contracts, SCABBARD utilizes a flexible, interoperable framework based on W3C Open Standard Verifiable Credentials (VCs) and Encrypted Data Vaults (EDVs) to provide granular control over data access while maintaining security and compliance with ITAR, EAR, and NISPOM requirements. This approach significantly improves the ability to identify, assess, and mitigate risks within the global supply chain, supporting faster, more secure acquisitions and ensuring supply chain integrity for mission-critical deterrence capabilities. SCABBARD builds on existing DoD-proven blockchain technology, which has active Authority to Operate (ATO) on secure defense networks and is currently deployed in operational environments. By integrating seamlessly with existing acquisition frameworks and leveraging proven commercialization pathways and the expertise of Colvin Run and our partners, SCABBARD is positioned for rapid adoption and transition, reinforcing supply chain security as a key pillar of national defense.
