Research abstract

SAILOR (Strategic AI for Logistics and Operational Readiness) is an AI-driven solution developed to optimize the U.S. Navy’s logistics, maintenance, and procurement operations. Targeting three Open Topic focus areas - Material Quality, Readiness, and Availability; AI/ML Generated Work Instructions; and Shipyard and Maintenance Operational Logistics Improvements - SAILOR enhances Readiness-Based Sparing (RBS) models to ensure the timely availability of critical parts across multiple Navy systems identified by NAVSEA initiatives underway. SAILOR directly contributes to increasing Operational Availability (Ao) and overall mission readiness by directly applying AI tools and methods to large data sets that contribute to the key factors of Ao, or other relevant metrics. Built on Colvin Run Networks' extensive Navy experience, adaptable technology portfolio, and proven methodologies, SAILOR integrates seamlessly with existing commercial and Government Navy platforms such as Tableau and FlankSpeed. The Phase I effort will validate SAILOR's effectiveness in addressing dynamic operational tempos and system interactions while ensuring scalability and minimal disruption to current Navy workflows. SAILOR is designed to support the Navy’s strategic goals of maintaining readiness and operational capability in increasingly complex environments, both physical and digital.
