Research abstract

Maintaining the many types of legacy weapon systems within the Department of Defense (DoD) is a critical challenge in need of multiple solutions to ensure the our National Defense remains strong. The challenge is intensified by the fact that many Original Equipment Manufacturers (OEMs) have ceased producing parts for these aging systems, leading to a situation where parts become obsolete due to the OEM’s choosing to no longer support them due their low volume and lack of financial incentives. In addition, this problem is further complicated due to the fact that the OEM’s own the data rights to the obsolescent parts, highlighting the critical need to approve a second source of supply with Small Business Manufactures (SBM’s) with in house reverser engineering and manufacturing capabilities.
