Research abstract
In modern agile software development, the primary focus is on delivering value to users through iterative development cycles. High-performing organizations focus on reducing cycle times in order to learn the fastest and gain a competitive edge. Commercial organizations heavily invest in integrated analytics tooling which enables them to measure and predict behavior of all users within seconds of delivering a new software release. By drastically reducing the cycle time for learning about user behavior, it allows organizations to re-think their entire approach to development to become one centered around innovation - it allows for testing new ideas quickly to validate they deliver on intended outcomes. The criticality of using data to drive decisions is highlighted in “Play 12” of the US Digital Services Playbook. PROBLEM Even for the most agile organizations in the DoD, learning in this way with user analytics is not an option. The current array of offerings are geared toward commercial companies on the public internet - they either can’t be moved to a classified network and/or don’t meet the security requirements for doing so. This leaves even the most agile DoD organizations to rely on 1-on-1 user testing as the only means of getting feedback. The highest performing DoD software factories do user testing on the order of once a week. Even in that best-case scenario, having integrated analytics tooling would provide teams with data in seconds rather than a week, 600,000x faster than the current state! When you factor in applications that have hundreds or thousands of users across dozens of organizations, it’s impossible to understand user behavior without the use of analytics tools. Without this tooling, every product release becomes a gamble with unknown consequences to the mission. In addition to product teams, operational leadership is constantly looking for more visibility into the execution of day-to-day operations. The lack of data analytics in DoD software products is limiting what information can be gleaned to form a more holistic view of operations. Rise8’s Pulse will fill this mission critical gap, blending our knowledge of agile practices with secure application development to create an analytics tool package for DoD applications on classified networks. It will both measure current user behavior and leverage AI models to generate predictive analytics. Pulse will empower software teams to leverage data as a catalyst for innovation, collaboration and user-centricity in application development. It will additionally enable operational leadership to have greater visibility into mission data allowing for better command and control decision-making and assessment of operations.
